GENERAL MANAGER (CCC)
NTDCL is a Public Limited Company with an annual turnover of Rs. 800 billion. NTDCL operates and maintains twelve 500 kV and thirty 220 kV Grid Stations. This also includes 5077 km of 500 kV transmission lines and 7359 km of 220 kV transmission lines in Pakistan. The main functions of NTDCL include; acting as Central Power Purchasing Agency, System Operator and Transmission Network Operator under license from NEPRA. The company is looking for high caliber, experienced individual for the position of General Manager (Central Contract Cell) on contract basis. The candidate should have a BSc/BE (Electrical Engineering) degree (Additional Qualification in Management Sciences or Law will be preferred) having at least 30 years of experience in handling preparation of tender documents for projects in the electricity transmission sector and evaluation of bids etc. The candidate should also have Up-to-date knowledge of relevant procedures, PPRA rules and familiarity with relevant processes of international financing agencies is an essential requirement. General Manager (CCC) will head the Central Contract Cell of the Company and will acts as head 'Independent Expert Advisory Body', reporting to BOD-NTDCL while dealing with & scrutinizing cases/contracts. The skills required from the candidate will include but are not limited to: • To develop standards/terms and procurement manual in the light of PPRA Rules, Pakistan Engineering Council Guidelines, FIDIC and the guidelines of other donor agencies, vetting and scrutiny of all draft service agreements. • Scrutiny of all draft bidding documents, contracts and developing an SOP for facilitation of NTDCL Consultants/Project Engineers in preparation of bidding documents, bid evaluations, awards and resolution of contractual matters. • Vetting of amendments in bidding documents related to contract management. • Scrutiny of all evaluation reports worth Rs. 100 million or more; or those desired by MD NTDCL and BOD from time to time. • Examining time extension cases with the reasons thereof, and developing an SOP depicting a realistic view on the EOT cases. The position is offered on a market-based competitive salary with other fringe benefits commensurate with qualification and experience of the candidate.
