CAREER OPPORTUNITY
Punjab Skill Development Fund (PSDF) is a not-for-profit company set up under the Companies Ordinance 1984 by the Government of the Punjab in collaboration with Department for International Development UK. PSDF aims to provide skills and vocational training opportunities to the poor and vulnerable populations of the 14 districts of Punjab lor improving their ability to find work or progress in their current employment or develop an enterprise. It also aims to up-skill those in low-skills-low-returns' jobs and enhance their earning potential. PSDF is looking for energetic & motivated professionals for the following positions based in Lahore:
Chief Operating Officer (COO)
• Assist the CEO in development of strategic arid operational plans for approval of the Board of Directors and its further implementation; • Develop and implement operational policies to guide the fund within the limits prescribed by the Fund's article and framework of the strategic directions adopted by the Board; • To ensure that company has the proper operational controls, reporting and administrative procedures and people systems in place; • Ensure quality assurance of the training through implementation of effective Monitoring and Evaluation systems; • Annual procurement planning and ensure the transparent, efficient and effective methodology is adopted for procurement of goods and services; • Plan and execute initiatives related to placement services of PSDF trainees and introduce different testing services to ensure the quality of trainings;
Education and Experience
• A postgraduate qualification in Economics, Business Management, Finance, Social Sciences, Human Resource, Management or Engineering from HEC recognized institute; • At least 10 years professional experience at managerial level; • Prior experience in the skill development sector shall be given preference; • Must be familiar with donor and government initiatives; • Experience of working in fund management will be given preference;
Chief Financial Officer (CFO)
• Formulate / Review financial arid accounting policies and procedures with a view to achieve transparency and accountability; • Ensure preparation of statutory financial statements in accordance with requirement of Companies Ordinance 1984 and International Accounting Standards; • Coordinate with the CEO for preparation of agenda / working paper for company meetings; • Manage timely submission of all statutory returns to the SECP and other regulatory bodies; • Lead the budgetary planning in line with the work plan approved by the Board of Directors; • Coordinate with the Planning and Development Department, Government of the Punjab, for timely disbursement of funds; • Ensure timely completion ot statutory audit in accordance with the Company Ordinance 1984; • Coordinate with the Monitoring Department and ensure timely payments to training service providers; • Prepare and timely submit different reports required by the donors and the Planning and Development Department, Government of the Punjab; • Ensure timely submission of income tax returns / statements in accordance with the Income Tax Ordinance 2001;
Education and Experience
• A Chartered Accountant or equivalent; • At least three years' experience in financial management in a sizable corporate organization; • Prior experience of working in donor funded project or of managing a company's corporate affairs will be an added advantage; • Expertise in formulating financial strategies and systeins / procedure development; • Excellent IT Skills;
